MARK LULLEY
Consultant, CEO & Chief Engineer
Mark Lulley – Founder & CEO, Island Engineering Consulting Company Ltd.
Mark Lulley is a distinguished Marine and Power Plant Engineer with over 44 years of experience in the maritime and utility industries. As the Founder and CEO of Island Engineering Consulting Company Ltd. (IEC), he brings a wealth of knowledge in power generation, plant operations, and engineering project management.
A graduate of the Calhoon MEBA Engineering School, Mark possesses a strong foundation in operations and project management, specializing in Diesel, Steam, and Gas Turbines of unlimited horsepower. His career began with 30 years in the U.S. Merchant Marine, where he rose to the rank of Chief Engineer, serving in that capacity for 15 years. Upon retiring from his maritime career, he transitioned into the power generation sector, where he has since established himself as an expert in power plant design, construction, commissioning, and operations.
Mark played a pivotal role in commissioning and managing a state-of-the-art power plant for VINLEC in St. Vincent and led the project management of its second-phase expansion, incorporating Heavy Fuel Oil (HFO) capabilities to enhance efficiency and reliability. His expertise was further demonstrated when he served as Project Manager for an EPC contract with Wärtsilä, overseeing the successful design and construction of a 6 MW power plant for VINLEC.
With five years dedicated to power plant design and construction, Mark has cultivated a deep understanding of the power generation business, including plant operations, maintenance strategies, and performance optimization. His ability to analyze and improve plant efficiencies makes him a sought-after consultant in the Caribbean and Latin America.
Beyond his technical expertise, Mark is a respected leader and educator in the field. He has served as Chairman of the MAN Users Group (MUG), has been an educational speaker and mentor, and is widely recognized for his systematic, results-driven approach to complex engineering challenges. His commitment to operational excellence and on-time project delivery has earned him a reputation for fairness, discipline, and strategic execution.
Over the past three years, Mark has developed and implemented dynamic Mechanical and Safety Audit programs for power plants across the region. Through IEC, he now offers these specialized audits, helping power plants optimize performance, enhance safety, and ensure regulatory compliance.
Mark's extensive international experience and cross-cultural knowledge make him uniquely positioned to provide comprehensive engineering solutions tailored to the evolving needs of the power generation sector.
