Who We Are
Island Engineering Consulting is the leading engineering consulting company in the Caribbean. Our aim has always been to lead the Caribbean community toward a technologically-advanced future. Serving the Caribbean, South and Central America, we specialize in the design, installation, maintenance, repair and commissioning & start-up of mechanical, electrical and solar-engineered projects. For each project, we work carefully to stay within budget while providing maximum value for our clients and their needs.
In 2022 we started an exceptional service offering Mechanical and Safety Audits to the Caribbean and Latin America power plants. This service is unique to our culture and standards. Our auditors are Mark Lulley and Leonard Dean

MARK LULLEY
Consultant, CEO & Chief Engineer
Mark Lulley is the Founder and CEO of IEC. A decorated and awarded Marine and Power Plant Engineer with over 44 years of experience working in the maritime and utility industries. A Calhoon MEBA Engineering School graduate with a solid operations and project management background in marine engineering and power generation focused on Diesel, Steam, and Gas Turbines of unlimited horsepower He spent thirty years as a Marine Engineer in the US Merchant Marine, with fifteen years in the capacity of Chief Engineer. He joined the Power Plant industry after retiring from a successful Marine engineering career. He commissioned and managed a very modern Power Plant on the Island of St. Vincent for VINLEC and project managed the phase two expansion for added capacity with HFO abilities. He completed a fifteen-year career in that position. On his retirement from the position of power plant manager, he was project manager for an EPC contract with Wartsila for a 6 MW plant built on St Vincent for VINLEC. He is well-travelled and familiar with many different cultures through his work experience worldwide, and he is recognized for his pragmatic and systematic approach to tackling new and complex challenges. Mark served as the Chairman of the Man Users Group (MUG), is an Educational Speaker and Teacher, and has a reputation for a fair but hard approach towards on-time delivery of end products and a drive for operational improvements. He has spent the last three years developing very dynamic Mechanical and Safety Audits for Power plants in the Caribbean and Latin America. His consulting company is now offering this Audit.
LEONARD DEANE
Consultant, Power Generation Engineer
Leonard is the Founder and Managing Director of Reputable Consultancy Services Limited (RCSL) based in St. Vincent. He is an Industrial Engineer with more than 30 years of working experience in the field of energy. He has gained significant expertise in energy policy, project management of renewable energy and energy efficiency initiatives, and energy analysis of small island energy systems.
Leonard worked as a Senior Engineer in various areas involving energy planning, generation, and management for Saint Vincent Electricity Services Limited (VINLEC) for over 20 years. He was instrumental in establishing the Energy Unit of the Government of Saint Vincent and the Grenadines and functioned as its first Director of Energy for three years. He subsequently worked as an independent consultant regionally and has successfully managed several energy projects implemented by the Caribbean Development Bank, the Organization of Eastern Caribbean States (OECS) Commission, the Inter-American Development Bank, the Caribbean Association of Electric Utilities (CARILEC), the UNDP Barbados & the OECS, among others.
Leonard holds industrial/mechanical engineering and management qualifications from the University of the West Indies and the College of Arts, Science and Technology (now the University of Technology). He also holds a certification in Energy Management (with distinction) from the Energy Institute (EI), United Kingdom.
